I am trying to figure out who is the biggest jerk in this story. It is a challenge, given the collection of utter clowns and ne’er-do-wells that run that office.
First, you have some moron who helped cost the government a hundred large back in the 1980s ($100B). How this idiot ever ended up in a position of responsibility in any regulatory agency again is beyond my comprehension.

Regarding this post:
You seem to have cut & paste an entire column of mine. I greatly prefer if you only post the headline, URL, and the first few paragraphs. (In fact, I insist on it!) Please change that post ASAP.
Not only does this avoid any legal copyright issues, but the duplication of any post works to lower both of our Google ranks (but it lowers yours a whole lot more than it does mine)
Part of the way Google's algorithm works is that it looks for original versus copied content. The copied content is assumed to be lower value -- splogs, spam blogs, scrapers, etc. that are mostly "lifted" content. When Google's spiders see an exact duplicate of content on multiple blogs, it dings your score, lower your ranking, and makes it much less likely your content will be found through Google's search engine.
I always give permission to post a headline, link and a few paragraphs -- you are doing yourself a disservice cutting & pasting entire posts!
